Hazardous Waste Manifests Explained: Who Signs, What’s Tracked, and Common Errors
The Uniform Hazardous Waste Manifest (EPA Form 8700-22) is the cradle-to-grave document that tracks hazardous waste from generator to transporter to the treatment, storage, and disposal facility (TSDF). It’s required under RCRA (40 CFR 262) for most hazardous waste shipments — and manifest errors are one of the most common sources of compliance violations for contractors.
The three signatures
- Generator. Initiates the manifest, certifies the waste description and quantities, and signs the form. The generator retains Copy 1 and submits it to EPA’s e-Manifest system within the required window.
- Transporter. Signs acknowledging receipt of the waste and records quantities. Each subsequent transporter in the chain also signs.
- Designated Facility (TSDF). Signs upon receipt, certifies treatment/storage/disposal, and returns a signed copy to the generator within 30 days (40 CFR 264.71 / 265.71).
What you must track per manifest
- Manifest tracking number
- Generator name, address, EPA ID number
- Transporter name(s) and EPA ID(s)
- Designated facility name, address, EPA ID
- Waste description: DOT shipping name, hazard class, UN/NA number, container type, quantity, waste codes
- Signature dates at each stage
- Discrepancy or rejection notes
- Return-copy receipt (within 30 days) — flag if not received
Common errors that trigger violations
- Mismatched quantities between sections.
- Missing or incorrect EPA ID numbers.
- Unsigned or undated signatures.
- Not filing the e-Manifest within the required window.
- Failing to follow up when the TSDF return copy doesn’t arrive within 30 days.
- Using an outdated manifest form.

- Generate manifests from a template with project + facility data pre-filled.
